Does everything happen the exact way God wants it to or does the devil manipulate things from time to time.

Devil do manipulate sometimes but as a human being, we are so reluctant sometimes, thinking that things should happen by default. Just like the story of your friend above, he should have kept pushing and not stopping at first trial
