Do you mean that it's the top #HiveEngine Witnesses which rotate their (big) witness votes to the lower-ranking Hive Engine Witnesses, !INSTEAD of Hive Engine Whales? 🤯 Or perhaps there isn't much difference between a Hive Engine Witness and a Hive Engine Whale. 🤯🤣

The difference in Hive-Engine witness whales and dolphins (I don’t assume there are many smaller accounts running a hive-engine witness…) is not as big as it is in the Hive Witness accounts. But due to them running for a long time already, and there not being so many incentives to own and stake WORKERBEE (in contrast to HP), does make the differences substantial. Also the fact that very few non-witness accounts have WORKERBEE, makes that you can’t really get a lot of valuable and big votes from outside the HE-Witness list.
So yes, the biggest witnesses upvote the smaller witnesses, and rotate, and I think that is a pretty nice way to go about.
