Well, I know Monaco is just the really rich ones European Panama, (next to Lichtenstein, Luxemburg, Gibraltar, Malta, Cyprus), but I don't think football players can pay taxes after their foreign earnt salary there. I know, athletes can, who have competitions all around the world, for example tennis players.
Just read about it a bit, and still not 100% sure, but looks like, they can't. So over $1M income, they already pay 75% income tax. That other 5% is not a big thing, but lowering that limit to $400k is a big one. Expect even more French players abroad, I suppose, many players earn more than $400k.
At least, now I understand why French football players going everywhere else, and mostly replaced by balkan, african players. Because of tax. (Strangly, not in news when they talk about big transfers, reason behind it, when in reality this is no1.)
It's 'just' 40-45% in spain, england, some places in mid, eastern europe, it's even much less.
