Interesting! And you're right, it's not easy to quantify perfection. I'll start small. The main difficulty I have is choosing who to memo with my transaction for HSBI. That's why I invoke the UBI. I would rather it were universal, everyone got it, so I wouldn't have to pick and choose.

You could create an account that would upvote everyone.
You're right, that might work. I don't know how to automate the following of every account, I couldn't possibly do it manually. Then there's my lack of real wealth to buy HIVE to stake on said account to make it function.
That would be ripe for abuse though too. I think it's 10,000 HP to 'unlock' account creation priveleges on the blockchain level. Then you can create new accounts with the only cost being Resource Credits. People could double, triple, quadruple, et cetera dip on votes from this hypothetical account by creating new accounts for themselves.

I wonder if that is inevitable for any system of resource allocation built on quantification and numerals. The prevailing tendency is that higher number = greater power over resource allocation in a positive feedback loop for the actor

Maybe you can start a registry for minnows. Hive Minnow Registry and you can upvote those accounts.
I think there already exists minnow support initiatives on Hive! Let me look...

Found a whole bunch more leads by searching 'minnow' on the Ecency app. Would need to run through and see what was current and what was defuct / abandoned / part of the legacy chain though.

We should be able to get involved in these initiatives in some way. It would be more effective to join what already exists than to try forge a new path with that, in my opinion
