It might as well apply to tree planting.
We don't follow any protocols in most places here.
But in some cases we wished there were protocols and environmental services could really step up because most residents plant trees very close to the house.

I think that there should be no problems with planting any tree on one's own yard, unless the tree already affects the neighbors' properties (such as overshadowing the yard and falling leaves/fruits). 🤔🧘‍♂️🤯🤓
