Commenting on Hive

These are two examples I am showing you, the first one has no way to reply with a comment, the second one does. I just noticed this by accident as I wanted to reply as it was about Football but there was no way to do it. My first thought was I had been banned from making comments (I don't know if this is possible, so I opened other articles and in most of them I could reply).

I would like to know why I can't reply to the first post, did the author specify he did not want comments? Are comments banned for this user? I really have no idea of the reason for this which is why I would like to know what happened, if I can get a reply that is.
