This figure is from the DC Super Villains line. The character is a member of the Crime Syndicate, a group from an alternate/parallel universe that takes the place of the Justice League in that universe.

In that universe, Johnny Quick is the counterpart of the Flash. His character and the rest of the Crime Syndicate was featured in the comic storyline Forever Evil.

The Crime Syndicate is composed of Ultraman (the counterpart of Superman), Superwoman (Wonder Woman's counterpart), Owlman (Batman), Power Ring (Green Lantern), Deathstorm (Firestorm), Grid (Cyborg), and Atomica (The Atom).

Johnny Quick, as the counterpart of the Flash, also has super speed.

His character is a whiny jerk who never ceases to complain. He and his teammates always bicker at each other.

Seen in the pic is Rei Ayanami from Evangelion. She is from the Fraulein Revoltech line of action figures.

This Johnny Quick figure is gorgeous in both sculpt and paint coloration.
The bright reds, yellows, and maroons complement each other very well.

This makes the figure look less villainey, which makes him a favorite in this collector's desk.
